Joseph Tali was born in 1960 in the Ukraine in the town of Vinogradov. Between 1981 and 1985 he attended the Uzhgorod Art School.
In 1990 he applied to the Academy of Arts to the professor Neprintsev’s workshop and in 1996 received his diploma.
He is a Member of the Union of Painters since 1997.
His works can be found in the Academy of Arts Fund and in private collections in the USA, France, Spain, Canada, and Germany.
